The difference is that a competent detailer can layer paint in rock/stone chips and then & polish level with gloss lacquer. Obviously too many and you will, as you say, be in the same position as frozen, i.e. repaint.

Same goes for rounding the edges from RIDS through polishing (as I believe B-1 is alluding to above).
