Because the bean counters probably determined that 15 HP was the profit sweet spot of getting enough people to spring for the upgrade "because it's got more horsepower" while minimizing the expected increased costs from engine-related warranty issues due to more aggressive (but only ever so slightly) tune. A larger boost might indeed have attracted more buyers and therefore more revenue, but that might have been offset by an even sharper increase in expected warranty costs, meaning lower profits.

Sucks to imagine that performance cars are designed that way, but that's probably the sad truth. If you've never read Bob Lutz's book "Car Guys vs. Bean Counters", check it out. Absolutely fascinating even for a car guy who hates bean counters.
