Because the water jet if very dirty (i doubt it as the scratches are quasi circular)?

Who hand washed it? If it was a hand car wash then I am not surprised at all.
Hand washing does not prevent swirls. Most handwashing causes the kind of swirls you are seeing. The issue is people rub too hard or don't use clean mitts, clean towels, or clean foam (two bucket method or spray foam with mitt rinse bucket).
