So is the top arc of shift lights really just a magnification of the lower arc -- expanding the rpm view of the yellow and red zones?

If so, does the top arc really indicate this is the optimal shifting point, or just simply give a magnified, easier to view assessment of when you are going out of the "yellow" and into the "red"?
