I have used Sonax Full Effect wheel cleaner and a toothbrush to great success on my wheels. Spray on, it's a bright green, as it starts the cleaning process it begins to turn deep red. Once it's dark red (couple of min) I get in there and scrub the hat with a toothbrush, dipping it occasionally into soapy water and continuing to scrub. It might take a couple of washes, but each time the brake rotors will get cleaner.
