They hold the steering gear to the front axle carrier, and are torqued to 100Nm (74 ft pounds) with a large 105 degree rotation after the torque value is reached. It's not a difficult install, but I suppose it could be goofed up by somebody. Unfortunately there's a lot of unwrapping to do to check those bolts.
