A lot of it has to do with when someone figures out how to unlock the DMEs. Then it kinda opens the floodgates. Before recently, you had to take the DMEs out of the car and physically modify them to unlock them for flashing.
Here very recently (and the reason you're seeing a bunch of posts from tuners for the OBDII-only flashes) someone figured out how to flash the DMEs without taking them out or modifying them and told/sold the knowledge to other tuners.
So it's not the tunes are the same, but the procedure to perform the flashes is the same (or roughly the same) so that's why you see a bunch of tuners all releasing their OBDII tunes at the same time. Different tunes, same (yet new) procedure to flash them.
