I can't answer your specific question about whether a dealer can see another dealer's allocations. However, I know dealers can see in their systems all of the vehicles of a particular model that have been produced up until the point of customer delivery. When I was looking for my 2009 E60 M5 to replace my 2006, I sat with my salesman and looked at all of the cars that were in production or on the boat to the US. We could see all the details (VIN, colors, options, etc.), which dealer it was being delivered to, and whether or nold it was sold.

It would take some work, but in theory you could get another dealer to check the M5 inventory log and scan for you particular dealer. If they have more than one car listed then you would have your answer.
