I would assume (and hope) that those prospective owners would have been contacted, informed of the delay, and offered a choice between delaying their order, canceling it, or accepting it without ceramics (and possibly without 20s if the owner would have gotten 19s if it hadn't been for the ceramics). If BMW just swaps in normal brakes without notifying people, they better be ready to refund people's deposits and accept people's refusal to take deliveries -- but even that would be bad customer service. Communication is key, and hopefully BMW understands that.
