Does that mean its running 21psi already or that the turbos have the potential to do so?

The turbos in the S63 for the X5/X6 M run 17.4lbs of boost so there isn't a crazy amount of room left on the table if the literature is correct. Granted 4lbs of boost wouldn't hurt and you would probably gain a decent pressure drop with better intercooler, catless downpipes, freer cat back etc.
