Correct. It's operated by vacuum, but there are solenoid that trigger the valve to close and open. If you replace the exhaust with muffler delete, you have to properly plug the hose or it will throw an error due to vacuum leak.
I was wondering if you can program the ECU/solenoid to shut off vacuum to the exhaust valve completely.
