OK B-1 Pilot here is the deal. The track complex you are speaking of is Las Vegas Motor Speedway. I thought you were thinking of some other strip I had not heard of. Sorry, I should have known better.
I have yet to find out about the high speed track however the drag strip is open to the public usually every other Friday night.
They call it Midnight Mayhem. $15 to run your own car down the track. If you run
under 13.0 seconds you are
required to wear a helmet. If you have the competition package you
will run under 13.0 seconds.
