Your question is all over the place. Are you just talking about joy riding? Or whether they're actually doing the maintenance work?
For the latter, they would be committing fraud. Considering how hard it is to get a BMW franchise these days and the massive brand reputation it'll cause, I highly doubt any of this will happen.
That's why I don't understand the question. If you don't trust the dealer then buy the parts and labor yourself. Better yet, do the labor yourself... better yet, go to the factory where they make the OEM parts and hand pick it off the assembly line yourself. While you're at it, inspect their quality control reports and financial records to ensure they're kosher. Make sure you personally fly the parts back with you in a carry on luggage, and whatever you do, and DO NOT leave your bags unattended. TSA agents will swap out your OEM parts with Chinese made parts.
