From what I've read of the MPA, the handgun only has to be concealed or out of plain view while in the vehicle. I can't find where it says it has to be locked. Having said that, it's probably smart to have it locked. It would be really cool if you could integrate a biometric scanner or finger tip combo lock in there.
But like boots said, probably better just to get a CHL.
