I doubt it will be offered for the reasons stated above. Same deal on the M3 compared to the regular E9x 3ers: no fog lights (standard on the regular 3) and no ACC (optional on regular 3).
As for the instrument cluster, it's probably cost-saving since the M3 has the same ACC display on its instrument cluster. In fact I think the E39 M5 had a bunch of LEDs that pertained to options that were planned to be offered but got scrapped; they were even more noticeable and thus mysterious to owners.
