Be careful with what the word 'compelling' means. I'm not going to highjack the original poster's thread for a CW debate. To the original topic, if BMW is going for a big bang approach on the cars then that may be their corporate strategy. But I think it is more likely that they may miss their Sept 1 target if they are relying on governments (state of federal) to abide by tight timetables. If they miss their dates and give this as an excuse, then I think it still reflects poorly on them for not identify this as a risk item and working to minimize/overcome the risk. They can't control the government process, but they can anticipate and buffer for delays.
