1) The camera is a iPhone 5 in that video.
2) The software is harry`s lap timer. Its for both android and iPhone. Most tracks are preloaded, and you can make your own tracks and routes also.

With a bluetooth based odb unit you can also overlay gear,throttle, boost and so on. You can even use an external GPS to get 5 or 10 updates of the speed every second.
This way you can watch the laps later - and its a little bit like being back on the track again with all the info and details.
