You can do much better. There's a dealer in NJ that was selling sets for $3,500 - Roxbury BMW I think. The problem you may have is finding dealers that still have sets left this late into the winter.

You can also go a different route and build your own set. I bought the wheels ($2,225) and TPMS ($354) from getBMWparts.com. You may be able to find a set of tires at TireRack.com or other tire retailer at a nice discount given it's almost spring.
