Use a medium grit polish like Meguiars 105 (or similar) on it with a semi coarse pad. Move the steering wheel so you can fit it in. Then use a fine polish like 205 and a medium/fine pad. There are a million different polishes and pads.

Essentially paint correction on plastic. You can't do it by hand and get it perfect.

You can have a detail pro do it if you don't have the above. I've polished that crap from tail lights, dashes and consoles in many of my cars.

Just one more tip. Make sure to line the dash around the plastic cover with painters tape so you don't smear product on it or risk scuffing it if you accidentally touch it with the buffer.
