This past weekend I ran a stage 2 F10 M5 in a 1/4 mile roll racing event. He got me by 1 car and 1 mph. I have a stage 2 W213 E63.

My belief was confirmed that my prior cars were a bit faster. E63 is kind of flat up top. My M5s always seemed to pull and pull.

As you say if you didn't have grip that's different

It is a mild, generic Off-The-Shelf Map. It's a good DIY option for extra power but it's nowhere NEAR what you can do with a solid Custom Stage 2 tune from a good tuner. I expected nothing less, nothing more.
