Low Boost Issue, boost leak? Wastegate?

Trying to figure out an issue with my f13 M6. It only makes about 6-7psi MAX. Ive replaced the boost solenoids and capped the muffler lines, no turbo shaft play or smoke, vacuum tested the wastegate actuators, had a shop check for boost/vacuum leaks etc. and nothing seems to fix it. Im running out of ideas here.

The car does not throw any codes, runs perfectly fine otherwise. IM completely stumped. Attached is a quick log from the BM3. Its running catless downpipes and a stage 2 tune but this issue was there before the tune and DPs. I put them on to see if maybe it was a cat issue or a factory ecu tune issue.

the last thing i can think of to replace is the vacuum pump but that seems like an unlikely culprit. Any ideas or things ive missed to check?
