Page 103 of the manual says "if the vehicle does not include active cruise control with stop and go..." so I would assume it was an option otherwise the manual wouldn't go into the differences...

This topic comes up a few times a year so I know it's been hashed out in a previous thread somewhere...

Went back and searched and I had a thread on this and it turns out that 2013 year didn't include braking but later years may have. The debate was active cruise or not as a requirement

I have a 16 and it will brake for me. In Taiwan there are a lot of slow cars in the left lane so often I will get close up to the car in front of me before I find a gap on the right lane to pass, if the car sensed I closed up the gap in front of me too fast, the warning light will come on and brakes applied.

Mine does not apply brake.... Maybe in Taiwan it does
To me it's annoying feature

It is annoying, so I turn it off when I am on the freeway

Actually I specifically ordered my car without active protection, thinking that's the system that will brake for you, but I guess pre collision warning also does it.

Hmm! "Shooting the Gap",...eh! What happens that one time when you get it wrong? Well, we know the answer! Just be safe out there! There's no motoring like "M-Motoring"!

I have it on my car but I'm too scared to test it out to see if it works. I'd rather apply my own brakes.
