Moving to CA (Bay Area) - Quality Shops? Emissions? Home Builders? Help Appreciated!

Hi guys,
I am moving to California. I was curious about a couple things if anyone in the area can lend some assistance.

Emissions:
I'm currently in AZ right now. My brother lives in San Diego. He just called to inform me he failed emissions on his vehicle because his catalytic converter didn't have a part number stamped on it. He had it replaced on his bone stock civic when it failed in AZ. He went to get tested and got failed even though it works perfectly fine.

Can I keep my MSR intake? My Agency Power Hi-Flow Cats? RPI GTS Exhaust?
I still plan to have a house in AZ. Do I try to keep the car registered there? What problems could that pose?

Quality Shops
After a lifetime I've finally been able to find some quality automotive shops for aftermarket high end cars with honest staff and reasonable prices. Does anyone have recommendations for the Bay area in CA?

Home Builders
My wife and I have purchased some land and plan to scrape the existing home and build a new one. Does anyone have any experience with home builders?

I have been looking at:

-http://bkcustombuilders.com/ (Mainly do spec homes)
-http://www.demattei.com/ (Seem to do a lot - more expensive?)

DINAN is based in Morgan Hill and does maintenance and repair for less than the dealers and they have done a great job. Also, because they rebuild engines, they tend to have a stock of factory engine parts from cars that they have tuned and can be used to replace parts you might need.
