For 6-speed manual transmissions it shortens the throw of the shift. Some people find that the throw is long and tends to make shifting slower/less precise.

At this point I just want to get it out of my basement, so feel free to make an offer.

Not sure. It sells for $800 new, and this is new/uninstalled, so I'm surprised it hasn't sold even at $250. I'd do $200 shipped anywhere in north america.
