Check out m5board, they are a good source for E39s. Lots of info there and a good for sale section.
A 15K budget is risky, you might find a loved car at that price but like you said the miles might be high.

My car I bought with 185000 km (114,000 miles), no history, owned by an older lady. I knew it needed some work but I bought it because it was quite rare. Just a bunch of little things here and there. Replace hoses, gaskets, VANOS issues, ball joints and suspension, electrical bits, etc, etc added up to about 4K in parts and another 2K in labour. Other common items are replace water pumps (preventive maintenance), leaking head gaskets, leaking rear main seal, thermostats, broke sway bar brackets. There is a lot of good info on the site I mentioned. You are probably better off buying from a forum member too, as most of the cars are loved.
