Wiper positioning

Question. When I wash my car I like to fold the wipers up and off the windshield so I can clean it. Sometimes the car allows it and sometimes it doesn't. I can't seem to figure out why this is. Anyone had this experience?

What is the secret?! Thanks in advance for any help!

but there is a trick, which someone shared recently

get in the car turn ignition on then turn it off and hold wiper lever up for couple of seconds
wipers will move up and stay there

Hold it up past the point of resistance until the wipers move up.
