Are the smog laws in NY as strict as they are in CA?

I don't think they're as strict. They used to do sniffer tests on the exhaust while the car was on a "dyno" to check for emissions. Now they really just plug into the OBD port and check for an CEL or any systems that aren't registering correctly. I had a Catless E46 M3 I would pass with out any issues because they had O2 bungs on them and my ECU was happy to see something registering so I didn't get any CEL.

to OP, theres a Shop on New Utrecht and 66th St in Brooklyn they may be able to help you...

If you cleared the codes you would probably fail the "Readiness Test" NY makes sure you can't just clear a code and then get inspected. You have to go through a certain time cycle before you can pass the OBD2 readiness test to allow the car to be inspected.

Honestly they way things are so strict now, I would just put it back to stock and get it inspected.
