Both of your ideas are good. You could even apply a clear heat resistant paint..Let it cure for a couple of days and then apply a ceramic coating over top of that. GTechniq is my go to currently for coatings.

Out of curiosity, I tried this on a small spot a few weeks ago with pretty good results. Get a strong degreaser and a toothbrush and it scrubs off.
Edit: Seems like you're trying to prevent them from getting dirty? In that case, ceramic coat for sure. |

Found some 900F clear paint on Amazon. I also have several bottles of Armor Shield ceramic coating. I'll try a few coats of this clear, wait let it cure then add a couple of coats of ceramic. Thanks for the suggestion and I'll update the group.

I have used Sonax Full Effect wheel cleaner and a toothbrush to great success on my wheels. Spray on, it's a bright green, as it starts the cleaning process it begins to turn deep red. Once it's dark red (couple of min) I get in there and scrub the hat with a toothbrush, dipping it occasionally into soapy water and continuing to scrub. It might take a couple of washes, but each time the brake rotors will get cleaner.
