Basically, yes. As long as it's not certain specific formats, and hasn't been taken by someone else already, you can have anything up to 7 letters/numbers.

I wanted BDR529, but I'm not allowed it here in the state of Washington. I've chosen a different plate, which has significance to me, which I'll explain later when I have it.
