Loan APR %

I asked salesman today about future APR through BMW for my M5 purchase with ED. Currently its 4% and I asked would it get better or promotional? He said he doubted it but my last Ms were at .9-1.9% so hard to finance at a 4%rate. I suggested I would just get my own financing at better rate. He said beware because US lenders don't like that they don't have the title in hand while we are cruising in Germany because title not delivered until car in the states. Any truth to this?
Thoughts?

Thanks
