You have OCD

It will always be dirty no matter what you do.

(You mean "they"...)

It's OCPD, actually. I have it, and my wheel wells are quite clean... What's your point? Engine is show quality, interior is perfect... Whatever floats your boat...

OP - what are you using to clean them? APC, degreaser, soft/hard brushes, etc. Some pictures would be helpful to provides some context.

Once clean, a good sealant will help restore & maintain the finish; on the fronts something like Gtechniq C4 Permanent Trim Restorer and something like Gtechniq I1 Smart Fabric Coat on the rears.

HTH.

I like those drive through pressure sprayer places for things like this. Spend a buck to wash wheel wells and wheels/tires as best as possible so as not to totally ruin my driveway.

I do with great success using tire foam cleaner all over the wheel well.

Rotors usually get rusted after getting wet- then when you brake they get all over the place.

You may have to clean them, then drive, accelerate, and brake a few times-- then clean them again.

PITA.

If I get mine wet, I ride the brake and back in and out of the drive way. Seems to work just fine without having to leave the house.

It is a PITA though. Agreed!

Are you talking about the rim/wheel or the rotors? Sorry I am a little confused by the posts. If the wheel I use this
http://www.autogeek.net/easy-detail-brush.html

works fantastic on my wheels (HRE P101's) you can get the whole inner lip of the wheel no problem. I also always dry my wheels off with leaf blower to make sure to get all the water out so there is no dripping etc.. which can build up in the lip while the car sits

Make sure you get the small brush the bigger one gets jammed between the brakes and the rim. Pain to yank out. I know from experience! Even the small one can be a bit tricky but works well.
