Noelle or Fabspeed catted downmpipes

Only want to do one or maybe two mods to my car. What the big difference between Noelle and fabspeed downpipes. If I remember correctly, Noelle is 400 cell and Fabspeed is 200 cell but is that going to make a big difference>

Catted downpipes won't add noticeable power, but catless will. If you're doing cats, it's cheaper and more effective to go catless (for offroad use, of course) or just spend the money on a tune.
