This includes the complete harness, control module and installation / programming.

That is in the works. The emissions paperwork has already been submitted. It will be CA compliant, just takes some time to process.
It does not affect emissions. You wont have a "check engine" light on.
You can take your car to any dealership for warranty and service work and have no hassle.

Yes it will pass CA emissions.
I have tested a 2014 M6 with the Dinantronics at the smog facility I use for my clients and it passes with no issues.
