Not really a solution, but you might want to keep the lights off when starting if you'll be driving immediately out into daylight. It's not good to fire xenons and then turn them right back off. In fact maybe that's why they don't turn back off right away in your scenario?

Yes I believe this is intentional. They will turn off eventually, but there is a timer to prevent them from toggling on/off too quickly.

Hi, is it the full headlights that remain on in daylight, or just the "rings"? If it is the latter it sounds like you have "Daylight" lights switched to on.
To check...press Menu, scroll down and press Settings, scroll down to Lights and check if the Daylight option is ticked....sorry if I'm pointing out the bl**dy obvious but that's all I can think of.
