Yes, paint correction is worth it even on a brand new car as even factory paint comes with flaws. On a 3 yr old car it's def worth it, especially with darker colors.
Price depends on your geographical market and the expertise of the detailer. A solid detailer will charge 500-1000 depending on the level of correction to the clear coat. If you want a high end ceramic coating like CQuartz and/or Xpel (quality protective film) then you're going to be in the 1500-2500 range.
