This is such an innaccurate statement... A car is less stressed with catless DPs and most tuners can map out the CEL too. Freeing up more HP with less strain on the engine and turbos as it can all breathe easier.

No you can't pass emissions test because what tuners do is turn off the monitor that turns on your CEL. Emissions test look for monitors to report back
