I have bought and sold more than a dozen cars privately.
This is the first time I've heard of anyone requesting this.
I see you're in NC, is the potential buyer also in NC?
If so, provide them with proof of your current state inspection.
Also, explain to them, they cannot legally title or have the state inspect it without having the title in hand or being the registered owner.
They won't have the title until they remit full payment.
One alternative and I might not be 100% on this, but offer to have the vehicle inspected yourself. This would only cost $30 and that should hopefully ease their mind.
I believe they would then have to have it inspected again once they title it but not sure about that.
Also unsure if you can even have it inspected outside of it's normal inspection cycle.
