Actually It's abusing the situation . Charlie knows also how it works !
It would be extremely difficult even for Fia to prove a deliberate fender bender.. Schumi's was so obvious with no damage... he didn't want race car repaired with a wall contact.
When a crash occurs at an 'obvious what he did' moment stopping the quali at a crucial moment and even if telemetry showing a wrong steering/throttle/brake input it comes down to driver error in the heat of the moment.
Charlie's one is debatable in that he lost control after losing a track rod with armco contact and causing too much damage to gearbox with the resulting side impact after his journey into the wall was hastened by going over the kerb, something he didn't take into account if he was 'planning' something.
He could have just used a simpler method with much less damage not to compromise his race start.
