The reason why the Red Bull wing is moving downwards is because the 16-B is running with the well known "higher rake"
In other words : By the Red Bull's higher rake , the rear wing is catching more wind .
That's why we can see that the whole wing is moving downwards by the higher downforce on the rear wing .
