Here's probably why. The steering wheel vibrator is just a cheesy motor with a lopsided weight on it to make it unbalanced and provide some jiggling.

I think it is held on with this enormous metal spring clip which I suspect is either vibrating from the road or passing along the road vibration to something else. I bought this in hopes of replacing it to fix the noise issue but it is such a piece of crap I can't believe this costs about $130. Don't anybody else waste money on this. I haven't taken the wheel apart but I'm guessing the solution is to pad everything to avoid vibration or else remove this thing completely.
