Sleeves have been known to fall (drop). Adding the lip may help prevent that.
Sleeves are frozen and then inserted into the block. It expands and that’s what holds it in place. Adding the lip may prevent it from slipping down.
A big part of any engine build is the choice of materials. I am sure BPC has done a lot of R&D on this and can elaborate further!
