Yep, as mentioned earlier in this thread, there seems to be hardware missing (baffle) to make a sharp beam cutoff. But at least the headlights do move and react as they should actively.

Some have expressed safety concerns because of the potential to create glare to oncoming drivers because of this missing baffle. I maintain what I've mentioned earlier; to this day I have yet to be "flashed" by anyone even once. And you know that most drivers won't hesitate to flash at you if your headlights make them uncomfortable or look different than the other headlights coming at them.
