The reason why the Red Bull wing is moving downwards is because the 16-B is running with the well know "higher rake"
In other words : By the Red Bull's higher rake , the rear wing is catching more wind .
That's why we can see that the whole wing is moving downwards by the higher downforce on the rear wing .

HAM and Toto are talking BS as usual...
The higher rake combined with more at an angle r/wing makes sense in it catching more wind.
It's why the W12 has been tail happy at first with their longer wheel base and higher rake thus using the McLaren diffuser to even it out and taking longer to warm their tyres whereas RB tyres up quicker.
