Hopefully I'm reading this right so the buyer is holding the funds because the car needs to pass inspections... Like Mberbic said, who ever have the title is the owner of the car. I've never given the title over until the check clears and the funds are in my account. I have had buyers request to get the car inspected by a dealer, etc.. But that's a cost to the buyer.
