It's some number of posts
It's some amount of time
I'd bet each approval is done by a human moderator, one at a time
Newbies bumping old posts with dumb replies can probably expect to never be approved
All others probably still need to be around long enough, posting something useful, to get approval
I wouldn't be surprised if the true answer to getting PM ability is a case by case basis
Complaining is definitely not going to help

I wouldn't mind 100 posts and 6 months being the limits
