Luckily also the '23 RB19 had already been designed and fully built in spite of the unfair 10 percent reduction in wind tunnel time AND the extra winning constructors penalty which gives others teams much more w/t time, a strange measure introduced as a punishment for the winning team.

MAX is already testing the latest RB19 setups in his race simulator .

We are speaking of the 2023 top-secret upgrades , just like Ferrari and Mercedes they wont share it ..
RIC is just the 2023 RB reserve driver and has no rights to know about the latest RB19 evolutions .

Horner picked RIC up , just for his past RB services ..

It's like the situation with Mick Schumacher at Mercedes , there It's just compassion and the Schumacher name that matters .
