Historically it never has, Americans never got the 1998 E39 M5, 2005 E60 M5, or 2012 F10 M5, BUT seeing how BMW is limiting the F10 M5 to only 5 model years as opposed to the usual 6, I wouldn't doubt that the 2018 M5 would be available to Americans at the same time as the rest of the world. After all, they did do the 2015 F80/F82 M3/M4 release to Americans at the same time as the rest of the world. So I really wouldn't be surprised if Americans got the 2018 M5 in the summer of 2017. Usually it would be the Americans getting the 2019 M5 in the summer of 2018 instead, while the rest of the world enjoyed the 2018 M5 for nearly a year.

For me personally, I'm glad that we weren't able to get the 2012 F10 M5 as the iDrive update is very nice for the 2013 Model Year as well as all the time that they had to further refine the M5 before production began in the summer of 2012. Also, timing worked out better for me with getting rid of my E60 M5 and Euro Delivery.

One thing I wonder about though, is the base price of the 2018 M5. The 2016 M5 is already at like $94,000 base price, almost a $5,000 increase over the $89,000 I paid for back in 2012, and a $9,000 increase over the E60 M5. I'm guessing we may see the base price for the 2018 M5 reach almost $100,000 dollars 2 years from now. Meanwhile exotic cars from yesteryear will continue to fall in value, some even below $100,000. Like a 2010 Audi V10 R8, or a 2012 McLaren 12C, 2010 Lambo Gallardo, or an Aston Martin V12 Vantage, 2015 991 GT3, all cars I'd rather have than a 2018 M5. The 2018 BMW M6 on the other hand, I think that one may be one I'd hold out for but we're probably talking a base price on that one of at least $115,000, which seems kind of crazy.
