Idle rpms are jumping 20-60 rpms - Issue or not?

Recently I have noticed that my car has been idling funky as the rpms have been fluctuating 20-60 rpms. I have put a video below. My plans, for now, is to start with the spark plugs to see if that solves the problem. Is this normal and I am chasing after nothing? If it is not normal what else should I look into other than the spark plugs?

Id say its normal until engine is upto temp
