I need to understand how you feel this is derived. Horsepower isnt gear dependent is it? I thought 1:1 gear just generates more consistent results.

Your gains are just about right.
Yesterday I dyno tested a current tuned M6. I used a Mustang dyno.
Similar low reading like the Dyno Dynamics
Standard bolt on mods "downpipes, intakes, pure stage 2"
Here in southern California it was 105 outside and very hot in the dyno room.
On 91 octane made 562 HP / 659 FTLB
Also have water injection and made 1 pull spraying and results : 632 HP / 713 FTLB
All pulls in 4th gear.
