Water leaking driver side rocker panel?

Need some help please. I took my car to the car wash and the roof rack covers flipped open. I then noticed a popping sound near the driver side rocker panel, and a bunch of water started to leak out. Then a hissing sound came from in between the intercooler plumbing.

Not sure if it's water from the car wash? (There's not low coolant leak for now.)

But I found this line that goes into the wheel well. Does anyone know what it is?

Anything will help. I tried searching but couldn't find anything.

Must have been a forceful car wash if the r/rack covers came open.

In my case, the rear deck lid always develops a leak at the top of the glass and drips on to the rear sunshade and deck after a car wash. I'm assuming I have a rear window seal leak, but haven't had the time to properly investigate.
